A 30-40 gallon tank can be bought for a fairly cheap price and then all thats needed ASAP is a filter. From that point on this person can save up if strapped for dough and then eventually get a decent setup. The point is, even a little kid can save up enough money to buy a fishtank suitable and while I recognize that not everyone has lots of money, measures can be taken to build up reserves.
