Lamar Smith, the authour of the bill, has stated "blackouts are nothing more than a publicity stunt". He did point that remark to mean Wikipedia. As with any bill, there are some completely false allegations being made and of course some others not being mentioned at all. Regardless of the claims, in my opinion, I think that allowing this is a form of censorship that shouldn't be tolerated by anyone regardless of the country in which they live. Smith seems to claim that this is to block countries that are known for counterfeiting and piracy. The problem I see with that is not all sites in a given country do so, but would effectively block even the good sites. I have a problem with the blanket censorship of another country.
From figures reported, it looks to me that Mr Lamar Smith has received roughly $250,000 (2008-present) from those that would benefit most from this bill. So much for representing his constituents! He must think he is there to represent his cronies and not constituents. Since they both start with a "C" I can see where it would be easy for a politician to confuse the two. Maybe he needs a better dictionary to look up the definitions.
