I'd go for a 4x55w PC light setup with pressurized co2 running on a solenoid,
add a micron filter like a HOT Magnum, frequent water changes, small grade porous gravel like flourite, and possibly UV filter for a few hours per week.
A few bottom feeding fish like khuli loaches to scavenge any crud at the bottom, and possibly some malaysian trumpet snails although they can quickly infest a tank

I've found marsiliea to be a bit darker than what is in that main pic. I think its glosso, and a ton of it at that.
Glosso isn't so much a problem of wpg rather an issue of light penetration.
Dimmer lighting will have more vertical growth, water quality is also an issue, the dirtier your water the less light penetration.
Rather than skimp and buy a single 3$ bunch of glosso and wait for it to fill your tank I'd get a bunch of it and split each bunch into 2-3 portions and plant them...it wont grow full like in that pic over night off of 1 bunch...
