Green Algae Looking Growth on Fish?

OK .... don't know what this is ......but, I had noticed that one of my Red/White Oranda Goldfish had a green looking 'thingy' on his head. I thought it was some algae that he had rubbed up against while swimming thru some plastic plants ... because it had changed positions and was on his side yesterday. Just thought he was 'dirty' ??

But ... this morning I looked in the tank and he was head down in the back corner. I thought that was weird .... not sure if he was stuck ... so I grabbed a net and poked him ..... and up to the surface he came. Dead.

I got him out of the tank and put him in a plastic bag ... and when I looked at him more closely I noticed that the 'thingy', which I thought was dirt ... was actually moving!!!

Aaaack....... what is it??????
It really does look like a little circle of agae, no bigger than a small flake of goldfish food .... but it is crawling on his body. :(
I have him in a closed Ziplock to take him to the Pet Store to see if they know .... but thought I would check here first.

I do not see any thing like it on any other fish in the tank. ... but am worried.
Don't know if this 'thingy' killed the fish ... or not? But ... does seem kind of weird that it has been attached to the fish for a few days, and now the fish is dead. :(

Any ideas???????????

Actually .... I just found a picture of it on the Internet .... it is for sure Fish Lice (Argulus).
What do I do?????

I don't see any signs of it on any other fish ..... but, from what I read .... doesn't mean they are not there!

How do I treat my other fish?
I have a 90 gallon freshwater with Upside Down Cats, Albino Bristlenose Plecos, Golden Nugget Pleco, Danios, Minnows, Julli Cory Cats, Panda Cory Cats, and two fancy goldfish (a Lionhead, and now one Oranda).

Help!!
And ... I wonder if this is what killed my other 3 Julli Cory Cats? They died suddenly .... but I didn't see signs of any organisms on them?
 
For Sure it is Fish Lice:

I went to the retailer where I purchase my fish ... and he confirmed that the 'thingy' on my dead goldfish is Fish Lice.

So .. he said to treat with Clout.... but only if I see it on another fish. Not to use it otherwise because it won't kill the lice if they are in egg form and have not hatched.

What do you all think?

Should I go ahead and treat my tank in case there are other fish infected with it? I don't want another fish to die!! :(

And .... will Clout ruin my Cycled Tanks Bacteria??

What would you all do??
