Green sheath on plant?

Odd question. I have a heavily planted tank and among it is some rotala indica that grows extremely quickly (I have to prune it quite often). I just noticed that a the portions of some sprigs closest to the surface of the water (and therefore the light) are halfway covered with some sort of green sheath. The consistency is actually somewhat tough (I assumed it would peel off upon me slightly touching it). Is this just some sort of algae?
 
A pic would help a lot. Can you describe it better?
 
It literally looks like a thick green spiderweb encasing about half of the top part of the sprig.. I will try to get a picture, but my camera is being ridiculous at the moment.
