Blacklights emit UVA rays which are relatively safe. UV filters emit UVC, which destroys DNA even with short exposure.

When I set my 29 up, I had major GW issues. Turns out direct sunlight caused it every time, put a background on it, it never comes back untill I leave the background off for a few days. I don't know why but without fail, it always happened.
And no, you cant use a blacklight, it doesn't emit the same UV radiation that can actually kill living tissue. UV units aren't cheap usually, petsmart does have a cheap solution for like 30-50 bucks depending on size, can do wonders too.

I also would not leave it on 24/7 I'd probably just use it to clear the tank, I read somewhere that it can kill beneficial bacteria in your tank and filter....not to sure if thats true or not...better safe than sorry i guess
That is a myth, most of your bacteria is in your filter/sand/gravel/plants or any other hard surface. Maybe .5% of it is free floating.
