Update: This is really embarassing...really it is, and I honestly can't believe we didn't even notice this :duh: BUT, the glass of the aquarium is tinted green which is why it's only showing green with the light off (it's against a white wall). 
So, the cloudiness though still isn't going away, but we're going to try to move our bubbling waterfall we got from PetSmart. Right now, it's below the filter and we're wondering if that has anything to do with it. The fish are happy and the levels are great, so hopefully it was just some stupid mistake we made in placement of the decor LOL....
Thank you everyone though...I think we're still going to invest in a UV Steralizer anyway though - nice to have on hand. Our LFS rents them by the week for $25 per week also. Thanks everyone and I'll post an update when we know for sure what's going on!
