Growing And "Breeding" plants

i can get them a special tank and all they need i just need some tips...

Your question is a bit vague since it doesn't mention specifically what sorts of plants you are trying to propogate.

Some plants propogate by sending out runners, some by new plantlets and others by flower which would require you to germinate the seeds. All you really need to do is keep up with all of the plants lighting/carbon/nutrient requirements and they will do the rest. I propogate many plants during the summer months when I can take advantage of the sun. I use a childrens swimming pool, a circulation pump and the sun. Since I am not too concerned with algae, I am a little loose with the nutrients.

and then some banana plant...

A suggestion: You may want to try GROWING some plants before you get in any deeper. It's not as easy as it sounds. Anacharis is really easy. Just give it water and light, maybe light fertilization, and it will grow. Then cut it anywhere you want and replant. That easy. As for anything else, my advice is to get the hang of keeping them alive first.

Sand? I've never used sand, but most people agree that it's not a desirable substrate for plants.
However, stem plants should root in 2 or 3 days, if they're growing at all. If they're not sending out roots into the substrate, then they're probably not going to do well.
To keep them from floating, try cutting down your filter's flow. They should anchor themselves within a few days though.
Also, some plants don't root in the substrate - for example hornwort. People always try to keep it down, but it should really be floating.
