I'm looking to get a 20 to 30G tank for my fiance to house the previously stated fish. Will these be suitable tankmates? I'm sure the guppies and neons will be. Never dealt with puffers before. Can't remember what exact kind of puffers they were.

Thanks in advance.

I've not kept puffers personally, but I'm pretty sure they're brackish and / or incompatible. Hopefuly a puffer fanatic will chime in... DP?

Generally speaking, puffers will kill off anything you put in a tank with them.
They're best kept in a species tank, and generally a one-fish-tank at that.

The guppies and neons will be just fine together, the neons will love chasing and eating the resulting gupplets.

EDIT:
Yeah, many puffers are brackish as well. Not a problem for guppies as they can live in anything from black water to full marine water (they prefer hardish fresh water). The neons can't take brackish. Plus, of course, the issue of the puffers eating chunks out of them :P

puffers are too aggressive to be in with neons and guppies, although unless the guppies are fancy guppies, the puffers might not be able to catch up to them most of the time.

It really depends on the puffers. Dwarf puffers are fresh water and I have them in a 20 long community tank with no problems at all. My experience may be unusual though. Best I can tell all 3 of mine are female and the tank has plenty of plants to help set some boundaries. I also had the tank space to rehome them at the first sign of aggression. I first put them in on a weekend when I had time to study the situation.

I would skip the puffers in this tank. the others will fine togather. There are plenty of choices to go with that group. Perhaps a dwarf gourami.

my Fiance likes small colorful fish that are active. I also need to find what would be best to clean the bottom of the tank, was looking to do something other than a pleco, possibly a diff catfish of some sort.

In a 30 gallon you could definitely have a Bristlnose Pleco.

For bright colorful fish, a school of Neons is the default fish I think. I like Harlequin Rasboras. They have a golden shimmer to them, but are not colorful.

How many neons are in there now? Cherry barbs or rasboras might be an option. For the bottom- you can't go wrong with a group of cories! :)
