Guppies, Neon Tetras and Puffers?

I would say around 8-10 neons, a small (maybe 3 or 4) group of guppies and about 6-8 corys would look very nice in a low to medium planted setup
Cories are a good option for a tank that size. There are several to choose from. If you already have neons I would stick with those and just increase the school. It will look nicer and more natural. You will also see a lot more of the natural schooling behavior this way.I would skip the cherry barbs at this point. They can be fin nippers and chasers and most likely will harass the neons literally to death. Also a bristlenose pleco will work well in that tank. They are great at cleaning up the algae in the tank and are always busy. Sometimes I think they never sleep. They are very peaceful and will not bother any of the other fish. They only max out in the 4-5 inch range so they will not outgrow the tank either.

harlequins can actually be very colorful. my have a nice deep red/pink color (but that could be because they keep half-a$$ spawning...)
if you're comfortable with them, a very active and colorful fish is the GloFish, the genetically-engineered zebra danios. they come in extremely bright colors (bright green, red, orange) they're schooling fish, like rasboras and neons, so they must be kept in groups of at least six.

I don't think they even have the tank yet so the possibilties are endless!
I'm partial to guppies myself why not consider inverts too? I have cherry shrimp in a couple of my tanks and they are bright red and lots of fun to watch. I attached pics of my guppies (German black metalheads) and cherry shrimp. Brigs snails are great as well and come in lots of colors!
You could also consider platys. They come in a plethora of colors.
Oh and I agree about the cories too! They are great!
Setting up a new tank is so exciting! Makes me want to get another one!
