you could certainly have three female guppies, but then you face the same problems as a mixed-sex tank. "virgin" guppies are pretty much a special order item, and a female guppy can have three or four batches of fry from just one mating. the probability of not getting pregnant females is very low and besides, they aren't all that showy.

I had 2 male guppies in a 6-gallon tank and the larger guppy was always, I mean always nipping at the other. Day and night and night and day. I finally had to move the pickee to another tank to try to salvage his tail! Maybe 3 guppies would be a better number than 2 so the nippiness would be spread around more. It worked with my female bettas. I had a similar nippy problem with them and when I added a third, the aggression did seem to lessen.
