Half alive parrot-Please Help!

My dark parrot cichlid was in a 55g with a jack dempsey, both are about 3" long. At 9:30 everything was fine in the tank then I left to see war of the worlds. I came back late around 3 am and my jack dempsey was swimming irratically to get my attention. He propped the parrot off the gravel with his nose. I then noticed my filter was not functioning. He is currently in a quarantine tank and is still alive. His fins are shredded and theres this white stringy gooooo coming off of him. Can someone give me some tips for survival and does anyone know why there is stringy goo coming off of him?

Sounds like dropsey. How are the scales? Are they sticking up? If so go to Petsmart and get some Mardel Labs Maracyn II, I think is the one for dropsey. Sounds like the same thing my Oscars used to get. Make sure you get enough for a full treatment, depending on your tank size. GOOD LUCK!!
