hard water spots

Is there any fish- safe chemical that I can use to get hard water spots off the glass of my tank (inside and outside)?
 
Vinegar for the outside of the tank. And if the inside is full of water then really only a razor blade (assuming it is glass of course).
 
If the spots are on the outside of your tank, why does the chemical have to be fish safe? Do your fish visit the outside often?;)
Do you mean the glass cover? Try straight vinegar. You may have to let it soak a few minutes but it should get most of it off. Clean it over the sink (just apply with a paper towel), rinse, and wipe dry. It's the minerals in the water that are left behind after the water evaporates. If you wipe the water away, you take the rest away too.
