Vinegar and alot of scrubbing. You can use one of those algae scrapper sponges for acrylic or glass tanks. Or you can soak the tank depending on the size in the bathtub with alot of vinegar and soak it overnight then scrub really hard. Just remember that if it is acrylic that you can only scrub it with an acrylic safe sponge because it will scratch easy. I get the hard water stains off of my filter and other parts with vinegar & water and a dull knife. vinegar and water is safe for fish any other chemical will harm your fish thats left on the tank. Good luck!

Try laying the tank on each side, sequentially, and let the vinegar puddle and soak there for a while..it should aid in it's removal.

There is always the possibility that the tank is permanently etched. I got a bunch of used tanks and tried glass cleaner, vinegar (cold & hot, soaking), razor blade, CLR, rubbing compound, OOOO steel wool, and finally muriatic/hydrochloric acid (31.45%). So I just picked the best looking side for the front.
