keep in mind that in some states (like here in CA), it's illegal to possess any item on the "Encycloweedia," even if you are removing it from an infestation that they would like to be cleared. (Hey, I don't write the rules.)

This makes sense since an infestation say "over here" could end up an infestation "over there" if someone were to decide they didn't want the plant anymore and instead of destroying it they put it in a pond or stream where it can "live out it's life".
