I've checked the symptoms for NTD and pop-eye, and I don't think it is either.
It occurs equally on both eyes and is not apparent on any of the other 7 neons in the tank. The neon appears to be able to see, but that is a bit hard to determine. The fish is as active as the rest of them, but it has a, well, old appearance.

Sorry for the blurriness, I took several shots, these are the best.

There are diffferent causes of cloudy eye. One of my Halfbeaks has it, although it doesn't seem to affect the fish's behavior in any way. He is hand tame and sometimes gets bumped by my hand while I'm pruning plants. I think it may have been me accidentally touching the eye that caused this condition. I haven't done anything for treatment, other than my usual frequent water changes. It seems to be getting better with time.

This link gives some info on cloudy eye as well as other diseases, with pics included.

Matak... good luck with this and know that because the others aren't showing signs, they still may get it. I had it take everything in my tanks except a RTBS and a pleco. This is a hard thing to conquer and I believe water changes are the only thing that can work.

Good luck, bud!
