My goldfish aquarium fluctuates in temperatures from 68 - 75.

i do have a heater that will allow me to regulate the temperature should i use it??

what is the ideal temperature for fancy goldfish?

mine stay at about 75 at room tmep so add the heater and set it for 75 (the highest it fluctuates to) this way the temp is stable. its the changing temp that stresses.

a hardy comet may not be too stressed, but would you explain how it could possibly be good?

I am sure an indoor temp swing is no were near the temp swing outside. If its not good to have that kinda swing then I guess most ponds are also not good. Although the more fancy the goldfish is the further from the pondfish hardiness they are. My shubunkins take a swing just fine.
