96w would be good over the tank but you would have to be on top of your co2 since at that high light algae can take over fast. Make sure your light is 6700-10000K.
So when you run co2, run 2-3L bottles, switching them up about every 3 weeks.

The substrate is just fine.
For water changes. you would have to do them every week atleast 40% since you would also have to be dosing the tank with Trace, Nitrogen, Phosphate and Potassium.
The BBA before was caused by high light and low co2.
If you have $ to spend then try getting yourself a pressurized co2 setup.
 
Higher light= more growth/more CO2 etc, and more nutrient uptake.

Higher temps, say from 72 to 86, you get about 2x faster growth and thus 2x more CO2 demand from plants and O2 demand from fish and bacteria.

So more light and temp= more CO2 required.

Fish are in trouble also, because they have less O2.

So keep a close eye on them.
BBA is virtually always a CO2 related issue.
Just keep that in mind.
SAE's will eat BBA also.
