Heater Question

I'm going through some old stuff...house keeping if you will. I found two heaters that have the rubber boot on the bottom melted off. of them. Is that piece necessary for the heater? What exactly is it for anyway?

Just wondering if I could clean them up and they would be usable again?

if it is what I am thinkn bout, it isn really necassary
I beleive it is just to protect it from breaking

Not necessary. I would still test them in a bucket of water / empty tank before using them in a stocked tank.
