70 is probably still a bit low for the fish you have. How long have you had them? Id imagine theyd live, provided you do everything else, like regular water changes, but they may show some stress eventually or be more prone to illness.
Those fish do best in a tank heated to 78 F or so. So yes, a heater is a must for you. I have them even in my cold water tanks. They never turn on but if the heat went out for some reason in the house they might turn on. Just some security for me.
another option would be to raise the temp inside your house a little. 70 seems pretty cold to me, even withuot a heater. Are there lights over this tank at all?
I don't have a heater on my tank, but then again I live in Florida and my tank stays right at 78 to 80 degrees. I do use a heater in the winter though, it doesn't get that cold here, but it gets cold enough for my tank to dip down to 64 degrees even with the house heated to 76.
