Since you are designing the tank before adding fish you could plant it first. Dont run the powerheads and use a spare HOB to keep the water circulating for the plants, or if the powerheads are adjustable only run one on low. wait untill the plants are well rooted before adding fish and upping the current. Im not really sure about most plants, but I bet you could look up which ones live in fast moving streams. Anacharis comes to mind, and my amazon swords are almost impossible for me to uproot(they are just in plain gravel)
