FS helios lighting needs tlc

Ok my mom gave this to me and I cant figure out whats wrong with it, might be power supply. Its a 48" long helios canopy light. 120v power supply runs 4 55 watt cf lamps. It comes with the 4 installed and a box of 4 more 55watt lamps. I know these are pretty pricey new but since its a fixer upper im not looking for much, might also take trade. Its a wood grain color.
