I just started a new tank about three weeks ago. In the past week, my Cladophora ball (which I mail ordered) has started discoloring and I think it's dying. It is in a 12 gallon Nano Cube (24 watts CF) that I fill with half tap and half distilled water. I dose about half a milliliter of Fluorish and Flourish Excel once or twice a week. Any ideas why my Cladophora might be dying? Or how to rescue it?

I think you need to up your dosing of of Both flourish and flourish excel. I dose excel in my 25 gallon tank with 2.3 watts of NO fluorescent lighting at 5ml twice a week , as for the Flourish I would increase to 2ml two OR three times a week. Also sound like you need a to find a source for Macro nutrients. (Potassium, Nitrates (depending on your fish load) and phosphorus.)
the symptoms you describe sound like a nitrate or possibly potassium deficiency.
