The problem with dwarf angels and QT is the stress of being in a sterile tank. Angels like rock that they can hide in and pick on/graze off of and seem to stress quite a bit without it. Flames are probably a little better about this than say a Potters Angel and I am certainly not trying to sway you from using a QT. Just wanted to mention that with Dwarfs (moreso than many other fish), you run the risk of taking a perfectly healthy fish and stressing it uncessarily by putting in a sterile tank. One option might be to use a single piece of LR that you would be willing to part with or dry out if something pops up and you are concerned about using the rock again or placing it back in your display. Some broken clay pots may be another option especially if you can get some alge growing on them before you get the Flame (PVC doesn't grow algae all that well). Otherwise, start seeding sponges in your display tank so that they have sufficient bacteria for the QT. I would seed several so you can add/swap as needed to keep ammonia under control. Speaking of ammonia, I would add some Amquel to your QT shopping list.
