UPDATE:
Ok well I lost the one with the net on his fin. THe other got ick but he's hanging in there I treated the tank with this copper stuff. I don't have a heater on the tank so I can't raise the temp and do a salt treatment. It looks like that's the only way to kill it off. I don't know what to do. He's swimming at the surface a lot but he's making his way back towards the bottom. I lost a panda cory for some reason. I think there's an ammonia spike in that tank. I moved the other panda into the big tank. I got two neons and don't want to move them to the big tank cause my white tipped will eat em. So anyways there's an update. I've been doing water changes my 29 gallon everyday, about 25% everyday to try and bring the nitrates down. I'm gonna get my water tested again today.
