No Help?

2 rams are better than 1. Be sure to buy a small angelfish - if you introduce an adult it will kill your tetras, but if it grows up with them it is far less likely to do this. The gouramis may bother the angelfish, or vice versa, but that size tank should mean they can avoid each other if necessary.

Get a couple more glowlights and white clouds. And I'd move the betta and one of the schools (glowlights, white clouds or cherry barbs) to the 10gal.

Rams dont really do whell with any of the smaller fish that can out compete them for food. If your going to leave the barbs and tetra's in there make sure the rams are able to get enought food. This may mean spot feeding where you suck up some food and water in a turkey baster and squirt out near them so the other fish cant eat it all first.

Rams like very warm and soft water - temps 84. I don't think they would do well with the rainbow's needs - moderate hardness, cooler temps - 78. Plus, with all that swimming around, the rams might choose to stay hidden away, thus not being a really good centerpiece fish. I'd stick to the angels for a centerpiece.
However, you could go to 2-3 Bolivian rams. They like things a little cooler than their blue cousins, perhaps keep the tank at 80 which would also be great for the angels. Also, bolivians don't mind a little harder water than the blues, so they might work with the rainbows.
