4 weeks is much too long to go without a water change. You might be able to do that if your tank was stalked far below the its max stalking level. Keep doing those water changes till you get the water clear. Then if your your tank has completly cycled I would suggest cutting back on the amount of stress zyme your using. See if that helps prevent the bacteria bloom.
