My brand new Eheim Jager heater does the same thing.

The temperature just does not hold steady and I'm always adjusting it.

Watch out on the 2 heater thing, if they aren't set exactly at the same temp, then one will always stay on, and the other may never come on at all.

Get a controller for best use of 2+ heaters.
