He needs to look at another cause other than pH. I have 8.2 during the summer and my Amazon type fish have been doing more than fine for almost a year now and they aren't "easy keepers". I've rummy nose and neons.

As liv2pdl already stated: the pH is fine and messing with it will only cause more problems. I'd also caution you against buying a "filter" to "fix" the problem. Instant fixes seldom are and in the aquaria hobby are often snail oil with good marketing hype.

The only way to actually fix this is to mix your water with RO or DI water.

I believe these filters take the "hardness" chemicals out of the water, just as filters do for drinking water, not a quick fix, but cheaper than buying bottled water to put in your tank.
 
most fish can live in a wide range of conditions. Ph is sort of like temp. There is a range in were they thrive and if you go above or below it, they can still live. You breathe in all different combinations of air, and you still live. The main thing is keeping your ph constant. I would not try to mess with changing it. Once your fish get use to it, they will be fine.
