He is saying his friend has a fish that will go under the rocks when the lights are off and that he wants one. He wants one because they thinks that it will help clean under the rocks... hmm... under the gravel he means? That's what a gravel vac is for... Under the decoration? Again, pick up the decoration and gravel vac it... and Jim Jim, use this for reference to help us all understand you.
sorry i didnt relate the question right but I want this fish because the gravel vacs can be price and im not sure if parents will let me so i need some fish to really clean the bottom of my tank out any help will my a lot

Bottom feeders like cories and such will eat bits of food from the bottom, but there isn't any fish that will thoroughly clean your substrate. A gravel vac is really a necessity to keep your gravel clean.
No fish will consume the wastes that get trapped in a gravel substrate. Larger fish can kick the wastes up so alternate filtration has a chance of catching them--but suggesting a common for an unknown tank size? Not really keen on that.
However--JimJim--all tanks require cleaning. Gravel vacs are less than 5 bucks, there are several DIY threads for building your own for less. Consider this a 'must have' tool for owning a tank.
