lowes has a surpising selection of lights. you can try walmart and might get lucky if they are freshly stocked.
I dont think they have compact fluorescent straight pins, though I could be wrong.

having over 4wpg of CF lights is alot of lighting. You're going to need alot of plants, CO2, and daily fertilizing. If you can turn off the bulbs individually, leaving a bulb off will still give you over 2wpg and the ability to grow plenty of plant. Then just keep the actinic for some accent lighting.
I have flourite substrate, co2, and liquid fert right now. I think I may just limit the time that the lights are on from 11.5 hrs to about 9 and raise them a little off the water surface. Think that would help?
 
Reducing the time from 11 to 9 hrs is good regardless, you won't see much of a benefit leaving it on longer than 8-9 hrs. Raising the fixture a few inches from the water surface will help reduce the intensity, but it's hard to determine by how much.
 
I just got 65w cf light bulbs for 15.99 at drsfoster&smith.com, which was a really good price. They are actually 6700k and 10000k split, which gives a nice balance of light.
 
watch out for those blue lights. Plants lean more towards the red colour spectrum but algae can take advantage of the blue spectrum, too.
 
My odyssea tank has a similar 2 x 65W straight pin CF setup... too bad I just ordered a replacement for the blue light got a coralife daylight bulb but payed $24. I did a lot of searching, too bad I didnt find the 15.99 bulb oh well. Although I still have yet to find an actual CF 'plant bulb', hopefully the one I got will do ok though. It is pretty darn bright with the two 65W daylight bulbs on the 45g tank... not sure if I might have to use CO2 guess I'll find out shortly.
