Hey, I need some help,

you will need the co2 for the baby tears that you said you were interested in. plus most moderate light plants pefer co2 and the high light plant need co2 to be heathy
 
Just like with the fish,research the plants before buying them.This place has gotten mixed reviews from people here on their service,I have never had a problem with them,but check it out.They have a huge variety and pics of everything,

I have tanks full of plants that have about 1wpg of light and no CO2.So a fancy light and CO2 system are not a necessity.

It depends on the lighting.Higher light will need CO2 to help starve off algae.And the lighting depends on the plants you want to keep.
 
The size of the filter will also depend on the fish load you are going to have. If your are planning mainly on a planted tank with few fish, you dont need a huge filter, but, I prefer never to trust the gallon-capabilities written down on boxes; more is better.
You can never have too much filtration.
 
Always run both of the filters at the same time,24/7.
