What plants are you stocked with? Nitrate uptake is going to vary and it may just be that the input (ie. what you are feeding, the 5ppm from the tap, possible decomp) is currently vastly exceeding the output (water changes, plant use). I'd highly suggest getting some sort of "python-like" hose for water changes. Great investment!
