Hi I've started using the DIY Co2 to help my plants grow. I have 2 hillstream loaches that like high oxygen content in the water so is there a way i can have high oxygen without surface agitation? Would it be possible to run an air stone and use 2 2liter bottles of c02 to overcome the loss from the surface agitation? any help is appreciated.

If you have a well planted, nicely growing tank that is not over stocked from a fish population standpoint, the plants will supply all the Oxygen the fish will need.

Well the tank is just a little overstocked and it's not too heavily planted. The plants are new and have not grown too much yet. Plust in the evening when the plants aren't producing oxygen them along with the fish are depleting what is there. Since it's a DIY Co2 system it keeps going all night also.
The CO2 does not replace or push out the oxygen in the water table.
If your water's kH is very low, that can cause a problem for the fish. This is not as frequently the case in a tank of 20 gals. or more, as it is in a smaller tank with the injection of CO2. It tends to be more of a problem with pressurized CO2 than with DIY, with a kH of 3.0°H or less.
Adding more fast growing plants known for their ability to oxygenate the water would be a way to significantly improve your fishes environment.
Size of tank? No. and types of plants and of fish? Type of filtration?

Ok well my Ph is ~7.5, hard to tell with my test kit since it only shows 7.0,7.5,8.0 etc. The kh in my tank is 8 and from my tap is 7. I just did a 40% water change on friday when i cleaned the tank and added the new plants in so I don't know why the kh went up unless it's from the flourish I added.
The filter I have is the noisy tetratec pf300, hopefully soon i'll get an eheim 2213 with inline heater. This would explain why my co2 levels are low. I'm building another co2 bottle today probably. Tank is 29 gallons for now untill I eventually move out and get a 55 or 75 gallon tank. Then i'll get a the valve/solenoid for my 15lb co2 bottle and have a real setup. Money is an issue so that isn't going to happen right now. And I have 85 watts of lighting on the tank so just about 3wpg.
