hillstream loaches are solitary. says so on several websites.

It various from species to species...IMO most are not solitary they just require a certain amount of space when kept together. So if this is for a small tank I would not add more than 1.

My five most reliable sources seem to indicate groups or 3-5 as best for displaying natural tendencies. They each pick out their own favorite rock/pit/site, but get together for play and blustering on who is the biggest. My five sources are in one of my 55 gal tanks.

They will survive solo, but would do best in a small group.
