How do you determine tiger barb gender?

when mature male tiger barbs will have bright red noses his dorsal fin will have a red line above the mainly black fin and his ventral fins will turn bright red.
females are slightly pale and will sometimes turn pale red,and thier ventral fins will stay pale red,in males the ventral fin stays black.
they are egg scatterers,not livebearers,;)

Those are good general suggestions, but tiger barbs are VERY hard to sex. Especially if they are healthy, because even females can get the coloration of males. While tiger barbs are fun--there isn't much reason for the amature to get into their breeding. Stores are very unlikely to buy them from a local breeder, and they are not high demand fish. They also produce huge spawns, so unless you want a couple hundred tiger barbs, it is better to just buy them from the store.
 
For my regular tigers the female didn't develope the orange nose like the males. She is a duller color (the males are now displaying very deep black stripes and strikingly red and black fins), is also smaller, and has now gotten quite the little round belly on her. On my green tigers one has gotten a round belly but otherwise looks just like the other green ones. My Albino tigers aren't showing any round bellies or other differences, so they could both be male. I think sometimes it is a guessing game at least until they start becoming ready to spawn.

I doubt the eggs and fry would survive as they will most certainly be eaten by the tigers and other fish. It is nice having a female in there, though, for the males to color up for.
