Take the siphon hose and just hover it over the debris, you'll find, out of trial and error, the proper height that gets the debris but not sand.

You'll also want to stir the sand to prevent gas pockets. Another option is to straighten out a coat hanger and drag it through the sand. This option limits the sand kicking up.
