i just want to run my plan by everyone to see what you guys think of it.

45g tank
building stand and hood
five 6500k 30w t-8 bulbs totalling 150w=aproximately 3.3wpg.
rena xp2 canister with DIY CO2 using a homemade inline reactor
aquatic plant soil with fine gravel/coarse sand layered ontop/mixed in (to add weight to hold the plants down)

Inhabitance:

SID! (Cteneopoma Acutirostre)
6 congo tetras

Plants:

Ammannia Senegalensis
Stargrass
Aponogeton crispus
Aponogeton madagascariensis
anubias nana
anubias barteri (coffeefolia and augustafolia)
Tiger lotus
bolbitus
crypt lucens (not african, but looks very similar to crypt nevillii, which is african, and its more redily available)
dwarf hairgrass
java moss (also not african, but it will add a cool atmosphere draped over the driftwood)
fairy moss (amazon, but one species is from africa, so i'm just using what i have)
frogbits (also amazon, but the roots look nice)

floaters will cover about 1/3 of the surface area of the tank.

any suggestions? look how a tank that was meant to be a low-light, low-tech, water-change-and-ignore deal has turned into some kind of massive undertaking........o_O help?
 
Looks Good RC, I know you have worked hard on this and I think you have a Good plan
