This is a VERY vague question, as it will depend on many factors including: dimensions of tank, amount of filtration (especially bio), type/compatibility of fish, etc. Can you be a little more specific so we can help out better?

If you can give us a few fish that you know for sure you want, we can likely offer more advice. There won't be a set number or inches of fish, but if we can build around your chosen ones.
For example--you know you want a volatin lion. That's going to limit you to only bigger fish, which means fewer total fish. Or you must have a niger trigger--well, that's going to eliminate the small fish as well. But say you want a trio of cardinals, well, that means you'll be able to have smaller fish, as well as more fish.
