How many tetras?

I am looking into some new stock for my 20 gallon tank. I will be keeping my blue ram pair in it as well as my zig-zag eel, my ottos, and my snail. My peacock eel and kuhli loach will be moving to another tank.

I am looking for a schooling fish add and was thinking about Neon Tetras but seeing as they can be weaker I think I might go with Cardinal Tetras instead. I want to add the max number the tank will be able to hold. What amount would you recommend?
 
8, maybe 9. but 9 would be pushing it.
 
When getting a group a fish that like to school together I would get at least five. I think you are making a good choice in my opinion choosing the Cardinal Tetra's over the Neon Tetra's. I believe they are hardier and have more color in them. Whenever people see mine they think I have a saltwater tank because they're so colorful.
 
On a side note, "zig-zag eels" can grow to `3'(http://www.fishbase.org/Summary/SpeciesSummary.php?ID=10140), so I personally wouldn't add anything to the tank and would start putting the extra money (that you would spend on unessisary fish) towards the large tank that your gonna need.

So, What amount would I recomend?

0, becuase when stocking tanks, the adult sizes of the fish are taken into consideration, and there is no way you can fit a 3' fish in a 20g tank, therfore you are overstocked as it is.

Some species of spiney eels can grow over 3 feet long such as the tire track eel and the fire eel. The zig-zag eel and the peacock eel will only reach about 7 inches fully grown. My zig-zag eel is full grown and has been for sometime although she is getten rather plump. I have done my research and talked to people who have owned zig-zag eels before I bought her.

Sorry, that's just what I got when I did some quick reading up on "zig-zag eels". The 8-9 that fishcatch suggested seems about right then, although you might get away with 10.
