I don't know how much light you want at the end of the day, but if you want to go moderate/high you could pick up a 1x55w kit at AH Supply for about US$60. I'm pretty sure they ship to Canada, don't know what additional expenses are entailed.
You should be able to retrofit it into the Hagen and wind up with 2.75 wpg, limited strikeback and an unbelievable reflector. Its probably the equivalent of being in the low to mid 3s. I have the 2x36 over my 30g, which is a tad less than that but very similar (needs CO2).
Otherwise, what Blinky said. Go with the spirals, as high as you can find and still fit. They do get hotter than Normal Fluorescents but not as hot as incandescents. If the Hagen is meant for incandescents, you shouldn't have a problem.
