how much turnover?

I have a 65g planted that I"d like to make high-tech. I have two eheim ecco filters pushing a total of 250gph. That puts me about 4x/hr.

I have two 300gph powerheads creating current, but think that they'd move things too much when I add CO2 and more plants (especially floating ones).

Is 4x turnover likely to prodice enough oxygenation? I have about a dozen rainbows in there, plus some oxygen loving fancy plecos.

Fish are my priority, but I'd love to get the plants thriving. Thanks for any advice!
 
Its a guarantee that you cannot oxygenate your water more with current than plants can through photosynthesis. Good lighting + CO2 = supersaturation of O2 in a heavily planted tank.
