I'd leave out the Neons last just because they are your most sensitive.

If your dropping your ammonia and nitrite to zero by the time you get the fish. I'd get all of them.
Like some have said, you should have plenty of bio going for those fish.
If anything, I might wait on the shrimp for the next trip. That is if your buying them at the store. Other wise, I'd wait a week and order them from someone here. They're alot cheaper on here compared to the Red Cherries I saw in the store for $6 each.
And be prepared for a neon loss or 3. Its never mattered if the tank was newly set-up or been running for 3 yrs. I always loose a couple out of 7 or 8.

i would stand about 4 feet away from your tank and then just throw them in and scream "SURPRISE!" that will be a good introduction for them....
