It isn't all that uncommon to lose fish during a move. Just be happy it was freshwater. With a saltwater tank you have the worry of keeping the fish, inverts, rock, sand, and possibly coral alive during the move.
Yeah, typically it is easier to drain & strip the tank then remove the fish. Everything gets rearranged and knocked around if left in the tank anyways so no reason not to remove it. I'm probably gonna be moving my 40B to a different room soon. Gonna be a complete rescape since no way am I moving it with all the sand & rocks still in it.
