How to tell if your co2 tank is 20 lbs?

I just brought a co2 tank and i think it is 20 lbs becuase it has a #20 on it so is that how you tell it is 20 lbs? Then it says 19 lbs right on the tank so i don;t know if i got ripped off or not.. please tell me..
 
the 19lb stamped on the tank could be the tare weight, which lets the people filling up the tank know how much the tank weighs when empty.

They figure out how much to fill up the tank based on this number. If your tank's tare weight is 19lbs and they fill it up with 20lbs of CO2, then the total weight of the tank after it is filled up should be 39lbs.

a 20lb tank should 8" in diameter and 27.5" tall.

Most people will tare their tank and write it on the tank in sharpie. If the tare weight is 19 lbs, the filled weight should be 39 lbs, so that you are getting 20 lbs of co2.
