Angels tend to be somewhat territorial. If they pair up and lay eggs, it gets a lot worse for all other fish in the tank.
I would suggest getting just 2 angels after you know what the source of the NO3 spike was. If the 2 you get are not a pair, they will probably just go to opposite ends of the tank to establish their own territories if they choose not to get along.
