TKOS, if he transfers a little bag of gravel from the 10, (providing it's established, which it may not be,) and maybe adds a little clear ammonia to the 30, it should easily be cycled in 36 hours
 
Ideally the fish should really go into an established tank. Hasnt your fish fanatic mate got some tank space for a week or so.

I recently had a problem with my tank and my LFS was happy enough to look after my 4.5in parrot fish for me FOR FREE!!! :) for a week or so while I sorted out my tank. (and I didnt even buy him from them :))

If not how about trying to "blag" some established gravel or even borrow a filter off your friend???
 
But the tank will be equally or more cycled (ie have a higher bacteria load) if you just move the old filter over and run it with the new ones.

Regardless the oscars really have to go as does the pleco.

If you check the original post, the 10 has been running less than a week, with no bacteria seed before the fish. Her friend could help her a bunch, but the 10 won't help her much if any at all.

Just get some gravel from your friend then.
