Generally, use 2 teaspoons per gallon of tank water. One tablespoon equals 3 teaspoons.
As far as the lack of heat. I disagree that not raising the heat will cause ich to do serious damage. Heat does nothing more than speed up the lifecycle of ich effectively shortening the amt of time that it is on the fish. Granted without using the heat it will take longer for ich to "fall off" the fish into the form that the salt can kill it, but from my experience this will not cause serious harm to the fish if you catch the ich soon enough. The raising of temperature in turn speeding the life cycle up greatly stresses the fish as well. The few times I have had ich, I have used the salt method without raising the temp of the tanks, left the salt in for a full two weeks, and I have never lost a fish from ich. My tank temp stays at a steady temp of ~76 degrees F.
