Wel, I would lower the water line until you can find a way to make a land area that he can climb on and will stay put.
You can take a lamp with an incadescent bulb and stick it close by to the tank to give him some warmth for now.

i apologise for the very late reply.. as i;ve stated previously... there is a big rock that the terrapin can bask .. and it does... as of today i have returned it to my relative... haha i gave him a bigger tank and some rock/decor for the terrapin... lets hope he'll provide a better enviroment that he used to.. thanks for all of the help ppl. !
