After looking at it again, it cant be A. paucisquamis as their tails just dont match up right as well as some other small characteristics. I'll come back later with another answer, LoL.

Looks to be Apistogramma Diplotaenia, which is what I wanted to say at first but Im not too sure on that. Their are many apistos which show red pigmentation like this when flaring, so its throwing me a bit. Im going to go with Apistogramma Diplotaenia though due to general conformation.
Pic is way too small to tell for sure...
